英国威勒尔议会完成10亿英镑四年期西北施工框架承包商委任

威勒尔议会（Wirral Council）已完成一份为期四年的西北施工框架协议的承包商委任，Bam、Kier、Morgan Sindall、Wates、Galliford Try等建筑企业均在名单之中。

该框架期限为2026年4月1日至2030年3月31日，总价值10亿英镑（不含增值税），由威勒尔议会与Procure Partnerships合作采购。

框架涵盖建筑、基础设施和拆除工程，共设13个标段。标段1至6为建筑施工，标段7至12为基础设施，两者的金额区间大致相同，从5万英镑至超过3000万英镑不等；标段13为拆除工程，最高价值250万英镑，仅限默西塞德郡的公共部门客户使用。其余12个标段可供整个西北地区的公共部门采购机构使用。

获委任参与高价值施工标段的建筑承包商包括Bam Construction、Bowmer & Kirkland、Galliford Try、Graham、Kier、Morgan Sindall、Tilbury Douglas、Vinci、Wates和Willmott Dixon。价值3000万英镑及以上的最大基础设施标段，由Bam Nuttall、Costain、Galliford Try、Graham、Sisk和Jones Bros等承包商承担。

该框架下的项目可通过设计-施工总承包合同或纯施工合同发包，允许采用两阶段和单阶段采购，合同形式涵盖NEC和JCT。订单授予可采用直接委派或进一步竞标方式；直接委派将考虑原有框架排名、管理费和利润率、小时费率以及承包商表现等因素。

绩效衡量指标包括安全、成本、进度、公平支付、客户满意度、缺陷和社会价值。两阶段订单可在框架70:30权重的基础上，将技术与商业标准的权重比上下调整20个百分点；单阶段竞争中，商业标准最多占评估权重的80%。框架管理费为各订单合同价值的0.5%至1.8%。

该框架可供议会、NHS组织、大学、应急服务部门、住房协会和政府部委等机构使用，采购依照《2023年采购法》以公开程序进行。

标段2（建筑施工，500,000.01英镑至100万英镑）的承包商包括Britcon、City Build Manchester、Cunard Construction、F Parkinson、HH Smith & Sons、Krol Corlett Construction、Morris & Spottiswood、Mountain Earth Developments、Novus Property Solutions、P Casey & Co、Truline Construction & Interior Services、Walter Carefoot & Sons、Whitfield & Brown (Developments)。

标段3（建筑施工，100万至500万英镑）的承包商包括Britcon、City Build Manchester、Conlon Construction、Eric Wright Construction、F Parkinson、Morris & Spottiswood、Overbury、P Casey & Co、Robertson Construction Group、Seddon Construction、Stepnell、Whitfield & Brown (Developments)。

标段4（建筑施工，500万至1500万英镑）的承包商包括Eric Wright Construction、Galliford Try Construction、Graham、Kier Construction、Morgan Sindall Construction & Infrastructure、Overbury、Robertson Construction Group、Stepnell、Tilbury Douglas Construction、Vinci Building、Wates Construction、Willmott Dixon Construction。
